Baguio Number Coding Guide (Ordinance No. 001-2003)

Planning to drive around Baguio? Be sure you’re aware of the Number Coding Scheme enforced in the city.
When I first came to Baguio I couldn’t make sense of coding area and got pinged for a coding violation
The area of the Baguio City Coding Scheme is the CBD that is encompassed by Kisad Road, General Luna Road, and Military Cut off (including the rotunda and fly-over at BGH). The coding area also extends along Leonard Wood Road, to Navy Base.
🔒 What is Number Coding?
Under Ordinance No. 001-2003, vehicles are restricted from entering major roads in Baguio’s Central Business District from 7:00 AM to 7:00 PM, depending on the last digit of your plate number. The number system is the same as in Manila, however there are no Window Hours.
🗓️ Coding Schedule:
- Monday: Plates ending in 1 & 2
- Tuesday: Plates ending in 3 & 4
- Wednesday: Plates ending in 5 & 6
- Thursday: Plates ending in 7 & 8
- Friday: Plates ending in 9 & 0
❌ No Coding on:
- Saturdays & Sundays
- Legal Holidays (Coding is NOT automatically lifted unless by Executive Order)
🚫 Important Reminders:
- Tourists are NOT exempted from the number coding policy.
- The coding applies only to major roads within the Central Business District.
- The scheme can only be suspended through an Executive Order, and only in cases of:
- Calamities
- Emergencies
- City-sponsored or co-sponsored events
